NORWICH PLANNING COMMISSION Meeting Minutes Thursday, August 25, 2011, Tracy Hall Regular Meeting Members Present: Tom Gray, Brooke Adler, Daniel Johnson, Richard Stucker, Jeff Goodrich Members Absent: Ralph Hybels, Anne Silberfarb Clerk: Phil Dechert Others: Daniel Johnson, Chair, called the meeting to order at 7:11 PM. 1. Agenda – Approved 2. Comments from the Public - 3. Minutes – 8-11-11 – Approved without changes. 4. Announcements/Reports – a. Dechert - Advance Transit dedication ceremony for new busses and operation center, Saturday, September 17 at 11 AM, Wilder. b. Gray – The Capital Facilities Planning & Budgeting Committee has a public forum scheduled for September 7 at 7 PM. 5. Selectboard Town Plan Hearing Follow-up – A draft memo to the Selectboard from the Planning Commission offering to meet to discuss the new town plan and answer any questions they may have was reviewed and approved. Dechert will appear at the next Selectboard meeting to discuss a future meeting time. 6. Planning Projects – Norwich Southeast Mixed Use Area MPG ‘11 a. The revised map of the “proposed study area,” with additional land including the Dartmouth College and Montshire Museum Parcels, and land along Church Street and Hopson Road was reviewed. Land within the existing Village Residential District I is excluded. Montshire Museum land between the railroad tracks and the river will be included. Land in the study area not suitable for development, permanently conserved, or unavailable for development based on current uses will be identified as such. b. A second map of the “River District” will be prepared for the next meeting. 7. Subdivision Regulation Revisions a. Dechert presented updates to the fire protection requirements in Section 3.6 based on discussions with Steve Leinoff, Norwich Fire Chief. The Commission made some additional edits. b. The revision of Section 10 – Dedication of Open Space and Common Land. Subsections A and B were removed because the limitation of development to designated Development Envelopes (Section 3.3 (B)) creates protected open space and additional restrictions are not needed. c. Articles 4 and 5 – Minor revisions in procedures and the elimination of definitions of terms no longer used were reviewed and approved. d. The first Planning Commission review of changes is complete with the exception of slopes and wetlands. A new mark-up draft will be available at the next meeting.
